Hon. Halim Dhanidina (Ret.) and Suzanne Burke Spencer will discuss the new California Rule of Professional Conduct, Rule 8.3, the so-called “snitch rule,” which requires, amongst other things, attorneys to inform the state bar when they are in receipt of credible evidence that a fellow attorney has committed a criminal act or engaged in certain conduct involving dishonesty, fraud, deceit, or reckless, or intentional misrepresentations.

HON. HALIM DHANIDINA (RET.) - Justice Dhanidina, with a rich background encompassing roles as a lawyer and service in the California Second District Court of Appeal and Los Angeles County Superior Court, has cultivated a profound understanding of the legal system's intricacies and challenges. Notably, as the first Muslim superior court judge in California, he presided over significant cases like People v. Moroney, delving into issues of discrimination against LGBTQIA+ residents. Transitioning to become the first South Asian justice in California's Court of Appeal, he brought a contemporary lens to reviewing nearly 1,000 appeals across various domains, while also contributing to legal education as a professor at several prestigious law schools. Recognized as a trailblazer by UCLA Law School, his career exemplifies a commitment to fairness and legal scholarship.

SUZANNE BURKE SPENCER - Suzanne Burke Spencer is a former Chair of the California State Bar’s Committee on Professional Rules and Conduct (COPRAC), the current Chair of the California Lawyers Association Committee Ethics Committee, a co-chair of the Orange County Bar Association’s Professionalism and Ethics Committee and Chair of the Standing Committee on Discipline for the United States District.  She practices in the areas of attorney professionalism and ethics, fee disputes, and business litigation.  She is also a certified specialist in Legal Malpractice Law (State Bar of California Board of Legal Specialization).
