Double Taxation Agreements negotiated between two countries are aimed, precisely, at reducing double taxation. However, many countries have observed that an entity wishing to do business in another country may circumvent unfavorable tax treaty treatment by interposing a company in a third country, deriving benefits from the situation. For these reasons and others, countries look for counter measures against “treaty shopping”.
