Emotions drive change, but trust drives emotions. When people feel connected to what they are doing, they will work to see it succeed. This includes efforts to change a team, department or organization. The heart of change is in the emotions. However, if there is a lack of trust, your ability to obtain the necessary emotional backing for successful change is hindered. If this happens, the change promised will further impact trust.
